As Project Director, Matthew led the development of a new build 12MW Gasification to Gas Engine plant based on Waste Wood. With responsibility for land negotiations, securing planning consent and EA permit, grid connections and off take options, the scheme has qualified for the Contracts for Difference 2017 Auction.
Development of a new build 150,000tpa energy from waste plant utilising gasification to steam cycle thermal treatment under the ROC regime in the UK. Adopting both mechanical pre-treatment of the waste fuel, the scheme will be able to process both raw and pre-processed C&I waste streams, and convert into renewable electricity which will be purchased by a local chemical works. Matthew led a multidisciplinary team providing development management support, engineering, procurement and construction advice, including the potential for conversion into turnkey EPC and O&M.
Phase 1 development of a new build 35,000tpa waste processing facility, which is located on an existing landfill site and power station. The facility will process MSW derived waste streams into a dried and sorted SRF, which will be pelleted into a new form of fuel pellet for industrial plant uses. The plant will adopt a small scale gasification process to provide heat and power to the waste processing facility.
New build 17MW renewable thermal conversion energy plant fuelled by 100,000tpa of locally sourced straw as a residue from agricultural activities. Matthew let a multi-disciplinary team that provided development management activities (outline and detailed business cases, PPA sourcing, fuel feedstock strategy, financial modelling), technology evaluations, engineering procurement and construction management advisory, operations and maintenance advisory, EIA, transport assessments, grid connection procurement services.
13MW fluidised bed gasification with steam cycle power generation, with revenue streams underpinned by renewable electricity sales and the ROC regime. The project is a planning consented scheme in Lincolnshire, intended to be WID compliant fuelled by 100,000tpa of waste wood derived from Commercial & Industrial and Construction & Demolition wastes. Matthew was personally involved in supporting the project development, including EPC and O&M procurement, land lease negotiations, investor and funding sourcing, grid connection procurement, financial modelling, PPA sourcing.
Matthew assisted Raynham Farm in the development of a new build gas to grid anaerobic digestion plant in Fakenham, Norfolk, which will be fuelled using farm residues and energy crops. I led a multi-disciplinary AECOM team delivering Owner's Engineer, Permitting and Grid Connection advisory services to the Farm owners, ensuring that value for money is achieved in the procurement and delivery phases. Matthew also delivered the Institutional Investor who provided the funding for the project.
Due Diligence advice in the assessment of an investment (on behalf of a private equity fund) into an energy crop fuelled Anaerobic Digestion plant in the UK under the Feed In Tariff incentive mechanism. Matthew set-up the due diligence team internally, completed the financial model review and undertook peer review of the red flag review.
Matthew led a multidisciplinary team in the technical and environmental due diligence of an existing operational Biofuel plant in the UK on behalf of an investor. This required detailed assessment of the existing facility, risk analysis and reporting, alongside "buyer" and "seller" interfacing in a very short timeframe of delivery.
